Infrastructure, Delays, and Trust
Analyze the long-term causes of persistent delays in a national infrastructure system such as rail, transit, or utilities. Focus on the mix of aging assets, fragmented governance, underinvestment, labor shortages, procurement rules, and political incentives. Then propose a realistic reform agenda that would improve reliability over 5–10 years, including which fixes are quick wins, which are structural, and what tradeoffs citizens would have to accept.
